Denials of Assistance

Over 3 million have applied for FEMA assistance, however, tens of thousands have not received any assistance, have been partially denied FEMA assistance or have a need to recertify to get further assistance. FEMA guidance on the process is limited. Fill-in-the-blank form letters to fill out for recertification with FEMA or to appeal a FEMA decision are available at FEMAanswers.org (http://www.femaanswers.org/index.php/Recertification_%26_Appeal). These forms were updated March 7.

HUD

The U.S. Department of Housing and Urban Development (HUD) (http://www.hud.gov/katrina/index.cfm) is providing some assistance, though its program is not yet clear. HUD prepareed a Slideshow on Disaster Response this slideshow explains some of HUD's response. This slideshow includes an explanation of the Katrina Disaster Housing Assistance Program (KDHAP). Disaster Voucher Program

On February 3, HUD issued a notice that the KDHAP program was replaced by the Disaster Voucher Program (DVP). A two-page summary (http://www.nlihc.org/news/021006.html) of the program was prepared by NLIHC. The official HUD notice is PIH Notice 2006-12 (http://www.hud.gov/offices/pih/publications/notices/index.cfm) where further details of the program can be found.

In response to a letter sent by NLIHC and other housing advocates concerning the application deadline for HUD’s Katrina Disaster Housing Assistance Program (KDHAP), Milan Ozdinec, HUD Deputy Assistant Secretary for Public Housing and Voucher Programs, announced on January 20 that the KDHAP program will expire on January 31, and will be replaced by a new housing voucher program. No details are yet known about the so-called Disaster Supplemental Voucher Program.[1] (http://www.nlihc.org/mtm/mtm11-3.html#4)
